Director of Finance

The Director of Finance will manage and provide leadership over the delivery of financial services and provision of financial advice to the foundation in order to deliver value for money in the use of public funds.

About the Opportunity

Strategic Leadership

  • Direct and manage the Finance Department including all financial activities relating to the organization's annual revenues and expenditures of approximately $150 million
  • Make authoritative recommendations in the development of finance policies and standards, and implement financial processes and procedures within approved policies and standards
  • Ensure that the tools and supports are in place to support the Finance Department and the organization to adhere to external Directives, policies and standards relating to financial matters
  • Provide expert financial and budgeting advice and guidance to staff, and manage the operating budgeting process across the organization
  • Participate as an active member of the management team and contribute financial expertise as required to working groups and projects
  • In consultation with the VP, Talent & Corporate Services and the Finance team, lead the development of the Finance Department’s business/operating plan
  • Remain accountable for the Finance Department budget to ensure judicious use of resources
  • Act as a liaison with the Finance & Audit Committee of the Board and present at Committee meetings on a regular basis

Accounting and Financial Reporting

  • Oversee the financial reporting cycle and produces, for senior leadership review, all financial reports, and other financial documents for external and internal stakeholders
  • Ensure that appropriate controls and structures are in place to ensure the accuracy of all financial information
  • Ensure that invoices and expense claims are processed according to policies and in compliance with government guidelines as applicable
  • Ensure that the Finance team processes operating and grant payments in an accurate and efficient manner
  • Act as the primary liaison with the external auditors and oversees the completion of the annual audits
  • Keep current in the developments in accounting practices and financial standards, ensuring that policies and systems meet accepted standards and reflect best practices 
  • Act as the internal financial reporting expert and consult when required with program staff on complex applicant not-for-profit financial statement submissions
  • Collaborate with and advises the VP, Talent & Corporate Services on complex accounting and finance related matters
  • Monitor and forecast short-term cash flow requirements, and manage the relationship with financial institutions
  • Manage finance projects around the design and implementation of financial systems, including the relationship with any related external consultants
  • Compile and analyze the consolidated operating budget to present to senior leadership
  • Monitor actual spending to budget and provide reports and recommendations to budget owners throughout year
  • Prepare regular and ad hoc financial reports as required by various government departments

Payroll

  • Manage all payroll and benefit policies, payments and reconciliations
  • Liaise with the Human Resources team to ensure consistency and compliance
  • Approve bi-weekly payroll submission
  • Oversee the Group RRSP program to ensure all transactions and reporting obligations are carried out, and that the program is in compliance with regulatory requirements 

Payables

  • Oversee the weekly processing of granting and operations payables

Procurement

  • Oversee the full procurement process to support the organization in spending its publicly funded resources on procuring goods and services in a manner that is cost-effective, ethical, and compliant with the government’s Procurement Directive  
  • Ensure tools and support are provided to staff through the sourcing, contract development and contract management stages of their procurement processes
  • Provide feedback and recommendations to Senior Leadership on sourcing strategies and risk mitigation

Insurance / Lease Management

  • Oversee lease management requirements by ensuring the evaluation, recommendations and execution of real estate solutions
  • Provide oversight of various enterprise-wide insurance programs

Travel Management

  • Oversee the provision of centralized travel services to support both compliance and cost-efficiency requirements
  • Ensure that the services are provided with due regard to customer service and that accurate and timely records are maintained

Quality Assurance

  • Manage and provide leadership regarding the development, implementation and maintenance of quality management and quality assurance that support and facilitate the achievement of quality standards
  • Plan, lead and ensure effective execution of regular quality assurance activities including internal auditing strategies
  • Collaborate with the Senior Leadership team to identify risk management issues with regards to granting and ensure activities of the Quality Assurance team best support the organization's desired risk identification and mitigation processes in granting
  • Prepare reports

Performance Management

  • Lead, coach, and mentor Finance department employees
  • Provide ongoing guidance, feedback, recognition and coaching to staff
  • Support staff development opportunities and engage staff appropriately in decision-making
  • Engage direct reports in performance discussions using internal performance management tools
  • Conduct performance reviews with direct reports, and address performance problems as they occur
  • Support the development and maintenance of a strong team
  • Encourage appropriate professional development and learning for staff
  • Support exceptional delivery of services to support the delivery of value for money of public funds

About You

  • Experience in the Government or not-for-profit sector
  • Accounting designation
  • Minimum five years broad-based financial management experience in a complex organization, including supervisory experience
  • Analytical, planning and organizing skills in order to provide effective input to the provision of financial advice, problem resolution, the development of policies, standards and procedures, and the management and oversight of financial projects
  • Interpersonal, communication and presentation skills in order to represent the finance function throughout the organization and provide expert level advice
  • Supervisory, leadership and collaborative skills in order to manage staff and project teams and work effectively with others
  • Proven ability to lead a team and to build relationships
  • Attention to detail, in order to review large volumes of data, identify inconsistencies and other areas of concern, and maintain accurate and detailed records
  • Sound judgment and ability to make decisions independently
  • Problem solving skills
  • High degree of comfort with technology and various platforms
  • Superior working knowledge of accounting software and Excel

Salary Range
$95,000-$130,000/year
